Does #Mastodon do shadow banning? There's an account that I want to follow but #Fosstodon doesn't show any recent updates from it.
@dcz if nobody from your instance is following that user, it won't actively pull down posts from that user (iirc)
#Mastodon as a software distribution does not, per se, but admins and moderators certainly can
Protip: open the account in question in a (real) web browser private window and see what you can see
A private window should have no association with either you or the instance you're homed on -- it should look as if you're a member of the logged-out public
@FinchHaven @dcz Good advice. Also, if you go to the profile of the individual you're wanting to follow, in the Hamburger menu, there's an option to open the original page. That will view the individual's profile through their own instance, not what your instance sees. Even if they're blocked on Fosstodon, you can see everything that's public or unlisted at the very least. I have to say though, if you can see the profile and follow it, it's probably not blocked in any way.

True, but the only issue I have is that I do *not* want to do that through the web browser instance that knows of my login and all its associated cookies

The issue doesn't come up often enough for me to want to experiment
A Private Window is just that: unknown to whatever else I've done/am doing with my default web browser

@dcz That's because your instance doesn't cache all the data from all accounts out there. It would require a massive amount of disk space.
If you can see and follow the user, he or the instance is not blocked.
However. When you start to follow the user, it will start to cache all the future posts for you.
