The UN General Assembly is set to vote on the proposed UN Convention Against Cybercrime this month. The treaty is opposed by many human rights and civil liberties organizations. But @AnjaPJakobi and Lena Herbst argue in a new @PRIF paper that an acceptance with a declaration of reservations would still be the best way forward.
"Without internal critics, the ‘Conference of Parties’ (CoP), tasked with reviewing and implementing the convention, could develop additional measures and worsen a convention that at least includes some human rights safeguards. [...] If reviews of the treaty show that its implementation means compromising human rights and data protection, states should continuously reevaluate whether to stay or leave the treaty, with the Budapest Convention as a remaining fallback option."

PRIF BLOG · Between a Rock and a Hard Place: The UN Cybercrime Convention - PRIF BLOGIn December 2024, UN members will vote on a worldwide Cybercrime Convention negotiated since 2019. While the convention is problematic, this Spotlight shows why a conditional acceptance nonetheless seems the best way forward. For this purpose, we first present the different meanings of cybercrime and outline the existing regulatory framework. We then examine the UN negotiations and the possible human rights implications of the convention, showing that it reflects the contestation of human rights norms and a growing division in the UN, yet supporting the convention at this point also enables long-term influence on its implementation.

The United Nations General Assembly adopted three resolutions to advance peace in the Middle East and support the two-state solution for Palestine. Speakers urged for an immediate ceasefire in Gaza and the release of hostages, while condemning Israel's occupation and settlement activities. The Assembly also requested the Secretary-General to continue supporting the Division for Palestinian Rights and demanded Israel to comply with international law.

[...] Speakers expressed concern that the UN has not done more to combat crimes committed against the Palestinian people, with the delegate from Malaysia stressing that the Organization has failed to translate words into action. “We have remained impotent as injustice persists,” he stressed.

The resolutions received significant support, but also opposition and abstentions from various countries. The Israeli representative criticized the Assembly for its "bias against Israel", and called for accountability for terrorist organizations (but not terrorist states, evidently).

Many Member States expressed concern over the humanitarian crisis in Gaza and the need for action to uphold international law.

press.un.orgGeneral Assembly Adopts Three Resolutions to Advance Middle East Peace, Two-State Solution | Meetings Coverage and Press ReleasesThe General Assembly today emphasized that a two-State solution remains the “only path to lasting peace” in the Middle East, adopting three resolutions to advance this goal, with speakers overwhelmingly urging a Gaza ceasefire and pressing Israel to permit food and aid deliveries into the enclave ahead of the cold winter months.

#Palestine / UNGA resolution on “the peaceful settlement of the question of Palestine” passed

The UN General Assembly overwhelmingly approved a resolution (157 in favor, 8 against, 7 abstentions) to convene a high-level international conference in June 2025, aiming to establish a roadmap for a two-state solution to the Israeli-Palestinian conflict. The resolution demands #Israel end its occupation of #Palestinian territories, cease settlement activities, and compensate for damages caused by its actions, emphasizing the dire humanitarian situation in #Gaza and the occupied territories. The conference will be preceded by a preparatory meeting in May 2025.

According to #Ynet, the resolution, supported by 157 countries with only eight (including Israel, the US, Hungary, and Argentina) opposing it, signals a significant international push for a two-state solution.

This development coincides with #Australia's shift in its UN voting stance on related resolutions, further highlighting the growing international pressure on Israel.
