An interesting #systemstheory implication - re: constitutional amendments in 8 states.
8 states have - on the ballot this year - a proposal to change the wording of the state constitution from ~ "EVERY citizen can vote..." -> "ONLY citizens can vote...".
It may be true that the distinction is arbitrary and innocuous. But, I would like to propose an implication for your consideration. And would love your thoughts (I'm not a lawyer).

TL;DR: Would the change open the door to restricted voting rights to actual citizens? Possibly, but in the years it would take to litigate, one party may effectively seat itself for a generation.

EVERY: implies a permission that at MINIMUM applies to the entire set of citizens.
ONLY: implies a restriction that at MAXIMUM applies to the entire set of citizens.
Thus, it is the case that every subset of ONLY is allowed the permission: where subset of size N < or = total number of citizens.
Will it pass legal muster at the highest level? Probably not. But, in the half a decade we wait - the benefiting parties may have a chance to secure 2 federal elections and multiple state and local elections (possibly even redrawn maps - on a 10 year cycle). How many years does that advantage secure their new position? A generation?
