The Disavow tool is a powerful and dangerous tool, has always been.
Unprofessional, uneducated "I learnt SEO on Twitter" SEOs can cause a lot of damage with it, and that's sad.
Not sad, because the Disavow Tool is bad, but because so many people perform such bad SEO services, in general. the style of the typical question in SEO forums:
"Hey, I just got a SEO client. Now what should I do?"
