“The main threat associated with prepaid SIM cards is #anonymity,” says a document obtained by @statewatch and one cannot make one's disdain for #humanrights any clearer.

Extensive research has found no evidence that bans on anonymous purchases of SIM cards contribute to reducing #crime.

для заключения договора с оператором связи для абонентов будет введено подтверждение личности.

Иностранцы могут подтверждать личность по биометрии, граждане РФ — по биометрии, с помощью паспорта и портала госуслуг или через уполномоченную правительством РФ организацию, которую определят позднее;

операторы связи, в свою очередь, будут уведомлять абонентов с превышенным лимитом по количеству сим-карт (для граждан РФ — не более 20, для иностранцев — не более 10);

если клиенты не снизят количество сим-карт до дозволенного уровня, то им приостановят услуги мобильной связи по всем номерам.

Период для граждан РФ — до 1 ноября 2025 года, для иностранцев — до 1 июля 2025 года;
