TBH, I don't really follow ACCESS methodology either, but it was a starting point for me to build the capture templates and folder structure. I have since evolved my system quite a bit (for example added many subdirectories). I find directory structure helpful because it makes easier for me to target all similar notes with scripts, though tags could work as well.
