Whenever I go to Home Depot, the day laborers wave at me. I want to wave back because it's the nice thing to do, but am afraid it would be interpreted as flagging them down for a job and they'd be disappointed. Usually I end up with a smile and a half-hearted hand raise.
Is there a protocol for hiring a parking lot day laborer? Do they have a taxi-rank-like agreement for who's closest to the entrance? Is it bad form to not pick the one closest to the entrance? Are all their rates comparable? Seems like it'd be rife for a prisoner's dilemma situation.
