I'm using Moshidon. It works pretty well for my needs.

It doesn't have the scrolling up problem either. In the local timeline, you just close the app and open it again to get to top. For the home timeline, if you missed a lot of posts, it'll go to your last read post with a button to scroll all the way to the top (it behaves like the local timeline otherwise).
