Wow, I'm excited and hopeful of this. I've always felt how jarring it is on #Linux or rather #KDE Plasma, that there are 2 separate settings - far apart from each other, into customising the configuration (at least the appearance/theme) of the login screen and the lock screen when really.. to the end-user, shouldn't they be the same? This fragmentation is probably not good in the long run (for KDE) and creating one, specifically for Plasma, would unlock a lot of new use cases.

@aho The issue WAS that right alt no longer invoked special characters in applications. Instead it opened an in-app menu or did nothing. This issue was layout independent. I compared the keyboard section of #KDE Settings app to a working system. Here's the solution:
System settings -> Keyboard -> Key Bindings -> enable "Configure Keyboard Options" -> "Switching to another layout"
"Both Alts together" was enabled
I disabled it and chose "Both Alts together; AltGr alone choses third level"
