I think the most northern Canadian university is in #Whitehorse: https://www.yukonu.ca/ . But I don't know anything about the quality of their programmes.
The University of Alberta is quite far north, and is a good university.

#Whitehorse hasn't had an active #railway line since 1982. The "Cousins Airport" is a grass strip for emergency landings (or training) with zero infrastructure and no snow removal. I have never seen or heard it used. The waterdrome gets a modicum of water plane traffic in the Summer, but it is next to a loud hydro dam and gas power station, not near residential areas.
The real noise is from trucks on the Alaska Highway (not mentioned).
