DrWeb<p><strong>Trump administration rewrites and scales back annual human rights report – BBC</strong></p>Getty Images<p>By Tom Bateman, State Department correspondent</p><p>The Trump administration has significantly rewritten and downscaled the US government’s annual report on global human rights abuses.</p><p>The document, previously seen as the most comprehensive study of its kind by any government, significantly reduces criticism of some US allies such as Israel and El Salvador while escalating disapproval of perceived foes such as Brazil and South Africa.</p><p>Entire sections included in reports from previous years are also eliminated, dramatically reducing coverage of issues including government corruption and persecution of LGBTQ+ individuals.</p><p>State department officials say it had been “restructured” to “remove redundancies” and “increase readability”.</p><p>The report also describes the human rights situation as having “worsened” in major European democracies, including the UK, France and Germany.</p><p>The language used echoes previous criticism by the Trump administration and some US tech bosses who oppose online harm reduction laws in some European countries, portraying them as attacks on free speech.</p><p>Uzra Zeya, a former senior state department official who now runs the charity Human Rights First, accused the Trump administration of “gutting” decades of highly respected work on human rights protections and an “abandonment of core values” to the US.</p><p>“It sends a signal that there’s going to be a free pass from the United States government, that it will look the other way if a government is willing to cut deals or do the bidding of this administration,” she told the BBC.</p><p>The report accuses the UK of “significant human rights issues”, including “credible reports of serious restrictions on freedom of expression”. DrWeb<p><strong>Trump’s DOJ warns of another Great Depression in court filing to save tariffs – MSNBC</strong></p> <p></p> ‘Why are we doing this?’: Tariffs hit highest level since Great Depression<br>07:25<a href="https://www.msnbc.com/top-stories/latest/trump-tariffs-appeals-court-economy-great-depression-rcna224525" rel="nofollow noopener" target="_blank"></a>‘Why are we doing this?’: Tariffs hit highest level since Great Depression, 07:25<p>An absurd new court filing from the <a href="https://www.msnbc.com/top-stories/latest/trump-qatar-jet-warren-senate-rcna224349" rel="nofollow noopener" target="_blank">Trump administration</a> tries to scare a U.S. appeals court with grim predictions of economic catastrophe should it uphold and immediately enforce a ruling that blocked many of the president’s <a href="https://www.nbcnews.com/business/economy/us-china-trade-deal-tariff-extension-what-to-know-rcna221774" rel="nofollow noopener" target="_blank">haphazard</a> and <a href="https://www.cnn.com/2025/08/01/politics/polling-tariffs-trump-analysis" rel="nofollow noopener" target="_blank">widely unpopular</a> tariffs.</p><p>On Monday, the <a href="https://www.msnbc.com/opinion/msnbc-opinion/donald-trump-letitia-james-subpoenas-rcna224310" rel="nofollow noopener" target="_blank">Justice Department</a> basically copied and pasted a <a href="https://www.cnn.com/2025/08/08/business/tariffs-trump-great-depression" rel="nofollow noopener" target="_blank">hysterical plea</a> from Donald Trump’s Truth Social account, in which the president claimed the country would experience another Great Depression if the U.S. Court of Appeals for the Federal Circuit confirms and enforces a <a href="https://www.nbcnews.com/politics/politics-news/court-international-trade-rules-against-trump-tariffs-rcna209627" rel="nofollow noopener" target="_blank">May decision</a> from a Court of International Trade panel that found many of Trump’s tariffs on foreign countries were illegal. Judges at the appeals court have <a href="https://apnews.com/article/trump-tariffs-court-lawsuit-trade-4c289f51008f6a3a02939caa73ab5404" rel="nofollow noopener" target="_blank">already expressed skepticism</a> about the Trump administration’s arguments.</p><p>In <a href="https://storage.courtlistener.com/recap/gov.uscourts.cafc.23105/gov.uscourts.cafc.23105.154.0.pdf" rel="nofollow noopener" target="_blank">a letter</a> to the court, Solicitor General John Sauer and Assistant Attorney General Brett Shumate argued that even if the judges agree that some of Trump’s tariffs are illegal, they should hold off on enforcing its decision while the administration appeals to the Supreme Court. And the letter was replete with Trumpian self-praise and propaganda:</p><blockquote><blockquote><p class=""><em>There is no substitute for the tariffs and deals that President Trump has made. One year ago, the United States was a dead country, and now, because of the trillions of dollars being paid by countries that have so badly abused us, America is a strong, financially viable, and respected country again. If the United States were forced to pay back the trillions of dollars committed to us, America could go from strength to failure the moment such an incorrect decision took effect.</em></p></blockquote></blockquote><blockquote><p class=""><em>These deals for trillions of dollars have been reached, and other countries have committed to pay massive sums of money. If the United States were forced to unwind these historic agreements, the President believes that a forced dissolution of the agreements could lead to a 1929-style result. In such a scenario, people would be forced from their homes, millions of jobs would be eliminated, hard-working Americans would lose their savings, and even Social Security and Medicare could be threatened.</em></p></blockquote><p>The country, of course, wasn’t “dead” a year ago — though it <a href="https://www.npr.org/2025/04/30/nx-s1-5380204/trump-economy-gdp-tariffs-recession-consumers" rel="nofollow noopener" target="_blank"><em>has </em>teetered on the brink of recession</a> under Trump and <a href="https://www.vox.com/politics/422053/jobs-report-trump-tariffs-us-economy-gdp-inflation-ai" rel="nofollow noopener" target="_blank">continues to suffer the impact of his protectionist agenda</a>. (AP Photo / Alex Brandon, File)<p>By&nbsp; <a href="https://apnews.com/author/matt-brown" rel="nofollow noopener" target="_blank">MATT BROWN</a> Updated 8:30 AM PDT, August 12, 2025</p><p>▶ Follow live updates on <a href="https://apnews.com/live/donald-trump-news-updates-8-12-2025" rel="nofollow noopener" target="_blank">President Donald Trump and his administration</a></p><p>WASHINGTON (AP) — President Donald Trump <a href="https://apnews.com/article/trump-washington-crime-national-guard-homelessness-655bc22834223c7dc93115bbcb2b215c" rel="nofollow noopener" target="_blank">has taken control</a> of D.C.’s law enforcement and ordered <a href="https://apnews.com/article/washington-dc-takeover-trump-mayor-crime-48b8c936a19531cacf6bfb75e2f32231" rel="nofollow noopener" target="_blank">National Guard troops</a> to deploy onto the streets of the nation’s capital, arguing the extraordinary moves are necessary to curb an urgent public safety crisis.</p><p>Even as district officials <a href="https://apnews.com/article/trump-washington-crime-factcheck-violent-homelessness-db6f809a13800ccc1f4606bb9bf506a8" rel="nofollow noopener" target="_blank">questioned the claims</a> underlying his emergency declaration, the Republican president promised a “historic action to rescue our nation’s capital from crime, bloodshed, bedlam and squalor and worse.” His rhetoric echoed that used by conservatives going back decades who have denounced cities, especially those with majority non-white populations or led by progressives, as lawless or crime-ridden and in need of outside intervention.</p><p>“This is liberation day in D.C., and we’re going to take our capital back,” Trump promised Monday.</p><p><strong>Trump’s action echoes uncomfortable historical chapters</strong></p><p>As D.C. the National Guard <a href="https://apnews.com/article/washington-dc-takeover-trump-mayor-crime-48b8c936a19531cacf6bfb75e2f32231" rel="nofollow noopener" target="_blank">arrived at their headquarters</a> Tuesday, for many residents, the prospect of federal troops surging into neighborhoods represented an alarming violation of local agency. To some, it echoes uncomfortable historical chapters when politicians used language to paint historically or predominantly Black cities and neighborhoods with racist narratives to shape public opinion and justify aggressive police action.</p><p>April Goggans, a longtime D.C. resident and grassroots organizer, said she was not surprised by Trump’s actions. Communities had been preparing for a potential federal crackdown in D.C. since the summer of 2020, when Trump deployed troops during racial justice protests after the <a href="https://apnews.com/hub/george-floyd" rel="nofollow noopener" target="_blank">murder of George Floyd</a>.</p><p><a href="https://apnews.com/article/confederate-statue-removal-replacement-trump-culture-13ae94da5a9d652ba8a678d24bc9e7e8" rel="nofollow noopener" target="_blank"></a>“We have to be vigilant,” said Goggans, who has coordinated local protests for nearly a decade. She worries about what a surge in law enforcement could mean for residents’ freedoms.</p><p>“Regardless of where you fall on the political scale, understand that this could be you, your children, your grandmother, your co-worker who are brutalized or have certain rights violated,” she said.</p><p>Other residents reacted with mixed feelings to Trump’s executive order. Crime and homelessness has been a top concern for residents in recent years, but opinions on how to solve the issue vary. And very few residents take Trump’s catastrophic view of life in D.C.</p><p>“I think Trump’s trying to help people, some people,” said Melvin Brown, a D.C. resident. “But as far as (him) trying to get (the) homeless out of this city, that ain’t going to work.”</p><p>“It’s like a band-aid to a gunshot wound,” said Melissa Velasquez, a commuter into D.C. “I feel like there’s been an increase of racial profiling and stuff, and so it’s concerning for individuals who are worried about how they might be perceived as they go about their day-to-day lives.”</p><p><strong>Uncertainty raises alarms</strong></p><p>According to White House officials, troops will be deployed to protect federal assets and facilitate a safe environment for law enforcement to make arrests. The Trump administration believes the highly visible presence of law enforcement will deter violent crime. It is unclear how the administration defines providing a safe environment for law enforcement to conduct arrests, raising alarm bells for some advocates.</p><p>“The president foreshadowed that if these heavy-handed tactics take root here, they will be rolled out to other majority-Black and Brown cities, like Chicago, Oakland and Baltimore, across the country,” said Monica Hopkins, executive director of the American Civil Liberties Union’s D.C. chapter.</p><p>“We’ve seen before how federal control of the D.C. That’s here in Washington, D.C., where I have lived since I moved to work on government accountability 15 years ago.</p><p>For perhaps the next 30 days, or longer, District of Columbia residents will be policed by federalized civilian and military officers, per an <a href="https://www.whitehouse.gov/presidential-actions/2025/08/declaring-a-crime-emergency-in-the-district-of-columbia/" rel="nofollow noopener" target="_blank">executive order</a> and <a href="https://www.whitehouse.gov/presidential-actions/2025/08/restoring-law-and-order-in-the-district-of-columbia/" rel="nofollow noopener" target="_blank">presidential memorandum</a> this morning. The executive order directs the police to be federalized to protect “national monuments” (which are in the safest parts of D.C. thanks to the existing park police) and other federal properties, but the memorandum directs the DC National Guard to address crime throughout the capital.</p><p><strong>There is no crime emergency here.</strong> I live here. I have seen things get better, not worse, with my own eyes. Violent crime is the <a href="https://www.justice.gov/usao-dc/pr/violent-crime-dc-hits-30-year-low" rel="nofollow noopener" target="_blank">lowest it has been in 30 years</a>. Overall crime is <a href="https://www.mwcog.org/newsroom/2025/06/11/new-regional-dashboard-shows-crime-down-13-percent-in-dmv-/" rel="nofollow noopener" target="_blank">down</a> this year already. According to <a href="https://en.wikipedia.org/wiki/List_of_United_States_cities_by_crime_rate" rel="nofollow noopener" target="_blank">2019 data</a>, crime is worse in Houston and Indianapolis than here in D.C. Like all places, we have crime. I have seen that too. But not more than most.</p><p>D.C. is not just the capital district. It is one of the largest cities in the country. It’s a <em>great</em> city. I love living here. 700,000 people live in D.C. — that’s more than two whole states, Vermont and Wyoming. District residents paid $45 billion in federal taxes in 2024 — that’s <a href="https://en.wikipedia.org/wiki/Federal_tax_revenue_by_state" rel="nofollow noopener" target="_blank">more than</a> North Dakota, West Virginia, Wyoming, Alaska, and Vermont <em>combined</em> (and more than 21 other states individually).</p><p>How many votes do we have in Congress? None. We don’t have any say in the federal laws that bind us. But that’s not all. Arrests are already prosecuted by federal lawyers, not lawyers that work for the elected DC Attorney General. They enforce local laws that the District’s Council <a href="https://www.npr.org/2023/03/08/1161902691/d-c-crime-bill-biden-overturn" rel="nofollow noopener" target="_blank">has been blocked</a> by Congress from updating.</p><p>There is a lot of taxation here and not a lot of representation.</p><p>Instead, politicians from far away cities with crime worse than ours use us for their own gain.</p><p>It’s not enough that federal police officers already police many of the parks here (many of which are national parks), the area around the Capitol (which has its own federal police force), and White House grounds (which has the Secret Service). Now it might be our neighborhoods too. This principle can be extended to the National Guard when a president federalizes a state’s troops. That’s the very issue that Judge Charles Breyer is considering in <em>Newsom v. Trump</em> this week: whether Trump’s deployment of the National Guard in Los Angeles crossed the line into domestic law enforcement.</p><p>But when Donald Trump declared a public safety emergency in Washington, D.C. this morning, taking control of the Metropolitan Police and announcing his intent to bring the National Guard in to help, the rules that apply everywhere else were not in play. The situation in Washington is unique, and it’s important for us to understand what it is and what it isn’t.</p><p>It’s deeply concerning that Trump’s predication for seizing control in the District—allegedly out of control crime—are a lie. I shared the statistics with you <a href="https://joycevance.substack.com/p/the-week-ahead-5b9" rel="nofollow noopener" target="_blank">last night</a>, which show that <a href="https://www.washingtonpost.com/dc-md-va/2025/08/10/trump-crime-data-federal-takeover/" rel="nofollow noopener" target="_blank">crime is actually decreasing</a> in the District of Columbia. Home Rule Act allows the president to take control of the Metropolitan Police Department for 30 days in an emergency, and because the law doesn’t carefully define what qualifies as an emergency, Trump will likely get his 30 days. That conclusion was reinforced during D.C. Mayor Muriel Bowser’s press conference, where she called Trump’s federal takeover of the D.C. police department “unsettling and unprecedented,” but did not threaten to sue. City officials have likely looked at the law and concluded Trump has enough room under the vague rule to get away with using false pretenses to take over the police.</p><a class="" href="https://i0.wp.com/substackcdn.com/image/fetch/%24s_%21aw7y%21%2Cf_auto%2Cq_auto%3Agood%2Cfl_progressive%3Asteep/https%3A%2F%2Fsubstack-post-media.s3.amazonaws.com%2Fpublic%2Fimages%2F0c38e47a-bd8f-4322-9236-da9592cde97b_1916x1078.png?ssl=1" rel="nofollow noopener" target="_blank"></a>From article…<p>Time and again, Trump shows his willingness to grab and abuse power, and each instance makes the next more likely. But if he wants to seize control of law enforcement in other cities, he will have to use different legal authorities, such as the Insurrection Act, which, so far, has apparently been too politically fraught. Existing rules made it easier for Trump to act in Washington than in other cities, and this playbook cannot be readily duplicated elsewhere. In other words, as bad as this is, there’s a silver lining.</p><p>Here’s the legal landscape that permits Trump to control the police and the Guard:</p><p><strong>Police: </strong>§ 1-207.40 of the Code of the District of Columbia allows a president to take control of the Metropolitan Police Force for federal purposes in an emergency. To keep control for more than 48 hours, he must notify the chair and the ranking member of the Committees on the District of Columbia in Congress. Trump has already done this. That means he can hold onto control for 30 days, but no longer, unless Congress authorizes it. Perhaps Trump is indeed looking to push the boundaries of presidential power even further than he has before. Or perhaps he’s hoping 30 days will be enough to distract the public from his Jeffrey Epstein problem. Either way, Attorney General Pam Bondi is running the police for 30 days, and we’ll be watching.</p><p><strong>D.C. National Guard: </strong>Unlike state national guards, the D.C. Guard falls under the president’s purview, so he has no need to federalize it like he did in California to deploy troops for federal purposes. DOJ <a href="https://www.brennancenter.org/our-work/research-reports/posse-comitatus-act-explained" rel="nofollow noopener" target="_blank">has historically taken the position</a> that the D.C. National Guard’s unique status means it is “non-federal,” and is not subject to the Posse Comitatus Act, which leaves Trump free to use it for direct law enforcement purposes inside of the city. The Guard in D.C. is relatively small compared to state forces. In California, Trump ultimately federalized about<a href="https://calmatters.org/justice/2025/08/newsom-vs-trump-national-guard/" rel="nofollow noopener" target="_blank"> 4,000 troops</a>.
