Under law, the Maine Department of Environmental Protection must determine whether an expansion has 'public benefit.' They also must consider Environmental Justice when looking at the industrial facility’s impact on surrounding communities, including the <a href="https://kolektiva.social/tags/PenobscotNation" class="mention hashtag" rel="nofollow noopener" target="_blank">#PenobscotNation</a>.
