I might not agree with Linus all the time, but I do like his reasoning for pulling the trigger on the CoC now.

We have officially come to the point where silence on such toxic behaviour is to condone it and give it a place to fester. Linus would rather that not be Linux's legacy.

@duvjones it seems like that - although we only have a few snippets of his reasoning here and there is soooo much noise surrounding it (a lot of theories being thrown around) that I am trying hard to just sit on my hands and wait a few months and see what happens. Just in case, you know?

That is likely wise, if only to see how it is tested. A CoC is only as good as it's enforcement.
