What if someone could tramsform into an app for communication during catastrophes like floods? Anonymity would be less of a concern than, let's say, connectivity or alerts.

Briar only works on Bluetooth and Wifi, that is too short range. They are working on a ham interface.

Buy a cheap ham, and an old CB radio. Nobody will want your ham license in an emergency. Or at least have a scanner so you can listen.
