I'll be releasing a (small) open source project later this week. Given that I'd like it to get as much attention as possible, should I still put it on GitHub or launch it on GitLab? I won't be self-hosting the repository now, though may want to someday.

If it were me, I'd choose gitlab, but then again, you bring a good point that the GitHub still will get you attention. Probably what's best would be to do it on GitHub and every now and then copy it all to gitlab until MS does something horrible(or not, I'm not combined that they will)

I'd go #gitlab also. I know the whole Microsoft thing is still fresh and they haven't done anything bad yet, but I don't trust them and I feel it's just a matter of time. Better to do it now than get to invested.
