You can use Briar entirely without internet and entirely .
Data transmission between Briar apps is currently limited to WiFi and Bluetooth.

Some are exploring possibilities to get (low-power wide-area network protocol) together with small handheld antennas working for Briar.

While this is still a long path to go, let yourself inspire by a unique , "El Paquete", in cuba.

There are free internet hotspots that they can use.
Also remember that the articles are old. It's 2021 not 2014/18. Private internet connection is more common now.
I'm not sure, but I think they could just get a sim card and use the 3G Network.
