This merely means AlmaLinux (along with contenders like RHEL, Ubuntu, Debian, and more) meet a certain set of qualifications.
Microsoft doesn't require any control over a distro for it to qualify. They want things like reliable updates, content mirroring, and testing. It helps make sure distros they recommend meet a minimum level of support for Azure clients.
